Ministry of Municipalities and Housing: “Etmam” Center Provides 38 Digital Services to Support and Regulate the Real Estate Development Journey

The Ministry of Municipalities and Housing clarified that the Developers Services Center “Etmam” provides 38 integrated digital services within interconnected development tracks aimed at supporting and regulating the real estate development journey, streamlining procedures, and linking beneficiaries with relevant entities through a unified and clear pathway.

The Ministry explained that the Center’s services cover several areas of real estate development, including the development of land within urban boundaries subject to fees, in addition to supporting other real estate development projects. This is achieved by providing technical and procedural support, unifying requirements, and integrating regulations in coordination with relevant authorities.

The Ministry stated that the Center operates as an enabling arm, facilitating beneficiaries’ access to the necessary licenses and approvals through integrated digital and technical pathways, thereby enhancing procedural clarity and accelerating the development journey.

It also noted that “Etmam’s” working mechanism relies on assigning a relationship manager to each real estate developer, who oversees applications, coordinates with relevant entities, and ensures that procedures proceed in accordance with approved frameworks—thereby enhancing efficiency and institutional performance.

Furthermore, the Ministry highlighted that the “Etmam” digital platform enables beneficiaries to review requirements at each stage and track their applications through to completion, ultimately obtaining the requested service. This contributes to reducing the overall processing time of transactions and lowering administrative costs resulting from waiting periods.

From an investment environment perspective, the Ministry explained that the services of the “Etmam” Center have enhanced the reliability of the investment pathway for development projects, increased the attractiveness of the real estate sector, and encouraged landowners and developers to expedite the implementation of their projects in line with approved regulatory frameworks.

The Ministry of Municipalities and Housing affirmed that these efforts align with the objectives of Saudi Vision 2030, by improving procedural efficiency, enhancing the business environment, and promoting sustainable urban development across cities.
