Ettmam Center was established in implementation of the royal decree No. (7262), issued on 2/8/1437 AH, and the decision of the Prime Minister No. (658) dated 24/10/1441 AH. Ettmam is a center for real estate developers' services, and its creation journey began in response to the royal decree No. (7262), issued on 8/2/1437 AH. It is considered one of the most significant initiatives aimed at facilitating the launch of the real estate sector in the Kingdom, creating an attractive environment that increases investments in this sector from both inside and outside the Kingdom, and accelerating the pace of work on housing projects. This will annually increase the supply of housing units, achieving the national goal of facilitating citizens' access to adequate housing. As a confirmation of this role, the Prime Minister’s decision No. (658) dated 24/10/1441 AH was issued, approving the establishment of the Real Estate Developers’ Services Center. Through partnership agreements and cooperation, and with permanent representatives of relevant entities (such as the Ministry of Justice, the Saudi Electricity Company, the National Water Company, and other real estate development service providers), the center acts as a digital gateway enabling real estate developers to obtain services easily and follow up on transactions throughout the various stages of real estate development projects. The center is also responsible for monitoring license and approval requests, directing them, following them up with the relevant entities, and ensuring their completion promptly, according to the agreements and as stipulated by regulations and laws. Additionally, the center studies the stages of real estate development processes and the regulations governing them, and works directly with all related bodies and authorities to develop the systems and facilitate procedures, thus easing the work of real estate developers and advancing housing project development processes.
