The Ministry of Housing, represented by the Developers Services Center “Etmam” and the White Land Fees Program, is participating in the “Reality and Future of the Real Estate Valuation Profession in the Kingdom” conference, which is organized by the Saudi Authority for Accredited Valuators (Taqeem) tomorrow, Wednesday, at the Ritz Carlton Hotel in Riyadh, with the participation of a number of entities concerned with housing and real estate development and a number of representatives of international organizations.

The General Supervisor of the Developers Services Center “Etmam”, Muhammad bin Saud Al-Ghazwani, will present a working paper on the center and the facilities it provides to obtain the necessary accreditations and licenses to implement residential and commercial residential projects through several agreements with the relevant authorities that will facilitate the procedures for developers to obtain the necessary licenses for real estate development activities, including the agreement of the Ministry of Justice and the General Directorate of Civil Defense, the Ministry of Municipal and Rural Affairs, and the Water and Electricity Companies.

During the first working session, Al-Ghazwani reviews the most prominent services provided by the center in implementation of Royal Order No. 7262 dated 02/08/1437 AH, which includes the formation of a working team in the Ministry of Housing, including representatives from the Ministries of Justice, Housing, and Municipal and Rural Affairs, to undertake the task of approving land plans for housing projects, and sheds light on the procedures that allow obtaining the necessary credits.

The General Supervisor of the White Land Fees Program, Muhammad bin Ahmed Al-Madhihim, also provides during the session a definition of the program's stages and the mechanism for its implementation, and the most prominent goals it seeks to achieve, the most prominent of which is supporting the supply of land and providing it at appropriate prices that suit all categories.

It is worth mentioning that the most important services that the “Itmam” Center has actually begun to provide through a unified portal for developers are approving land division plans, approving comprehensive development plans, issuing building permits, issuing building completion certificates, licensing the sale of real estate units off-plan, licensing land development off-plan, licensing to market off-plan sales projects inside Saudi Arabia for projects located outside Saudi Arabia, licensing to display off-plan sales projects inside Saudi Arabia for projects located outside Saudi Arabia, issuing certificates of registration of the owners’ association, requests for exceptions, requests for registration of the owners’ association, safety and civil defense requirements, as well as requests for partnership with the Ministry of Housing on developers’ lands.
