The system aims to facilitate real estate developers by automating services and reducing their procedure times, whether approving plans or issuing licenses and other services provided by the “Etmam” Center through the electronic portal linked to government and private entities such as the National Information Center, the Ministry of Commerce, the Ministry of Justice, the Ministry of Municipal and Rural Affairs, the Council of Engineers and other relevant entities with specific time periods for the required services.

The “Etmam” system is distinguished by providing services free of charge and allowing access to the portal 24 hours a day. The user can register once, during which the required documents and data are saved and the information is verified by linking with the Absher system. He can also follow the stages of the request procedures electronically accurately until the request is completed, and a message is sent when any action is taken on the request.

The system provides an electronic support ticket service to provide direct support to the developer in the event of any difficulty or problem, as it makes it easy for the user to request support electronically at any time and place.

The “Etmam” system facilitated the application and display process, as it unified the designs and forms for applying for services, regardless of the entity, in addition to uploading all files and requirements of all types and sizes directly into the system, as well as archiving all requests so that the developer can return to all their details at any time.

It is worth noting that through the “Etmam” system (https://etmam.momrah.gov.sa), plans can be approved, a developer qualification certificate can be obtained, building permits can be requested and construction can be completed, and exceptions can be requested for housing-related projects, in addition to the possibility of requesting a partnership between the Ministry of Housing and the private sector, requesting labor approval for real estate projects, issuing an offer and marketing internal and external properties for sale on the map within the Kingdom, and other services of interest to the real estate developer.
